YTL Communications fined RM2.4 million by Education Ministry over 1BestariNet


YTLcommYes4G WiMAX Internet Service Provider (ISP), YTL Communications Sdn Bhd has been fined RM2.4 million by the Malaysia Ministry of Education(MoE) for failing to provide all 10,000 schools with the 1BestariNet e-learning project, according to reports today.

In response to findings from the Auditor-General’s 2013 Report (Series 3) released today, the Ministry said YTL Communications (YTLC), the company which was awarded the project, had yet to equip 1,003 schools with the service as it had not obtained a permit for the construction of telecommunications towers, specifically in Sarawak, Penang and Kelantan.

“Due to the delays, the government had fined YTL Communications RM2.4 million on October 27, 2014,” the Education Ministry said in a statement.

For those schools which have yet to be connected with the service, the Ministry has provided interim internet service from other service providers (USB dongles,etc) so that these schools can continue its online learning activities.

As of September 17, some 8,886 schools were equipped with the 1BestariNet infrastructure with wireless connectivity.

The Auditor-General’s (A-G) report also revealed today that the Internet connection to 4,176 users of the RM663 million 1BestariNet project was delayed by between 12 and 439 days, with no time extension or fines levied.

The A-G also said that 89.1% of the 46 schools surveyed and 70.3% of the 491 feedback received by the schools found that 1BestariNet coverage does not cover the school’s entire compound and total Internet speeds up to 4Mbps was unsatisfactory.

The rental price of RM1,000 per year for each site of the 1BestariNet Receiver Integrated System (1BRIS) throughout the country was unreasonable.

“MOE should charge rental according to the rental rate that had been proposed by the Valuation and Property Services Department (JPPH) and utility to the contractor for 1BestariNet Receiver Integrated System (1BRIS) that is built in the school compounds,” said the report.

The audit added that the antivirus software supplied was not used either.

Never mind the fact that the Government ONLY fined YTL on the 27th of October - thats roughly two weeks or so before the Auditor General's report was made public. As a journalist I would suspect that the Education Ministry ONLY decided to fine YTL Communications AFTER the y came to know of the AG's report. That is my suspicion.

In Bahasa Melayu the word 'bestari' means intelligent.

bestari - intelligent , educated , knowledgeable.

intellectual - bestari, pandai, bijaksana

intelligentsia - kelompok kaum bestari, golongan cerdik pandai

After having dutifully fined YTL Communications a mere RM2.4million for such sheer incompetence and shameful failure, the next possible face-saving measure the Education Ministry could consider is to change the name of the entire project.

This cannot be 'bestari' by ANY standards.

p/s Have you guys ever thought what the young, their teachers and parents in these schools would think about the Education Ministry and the Government?

Saya rasa Muhyiddin terkejut kalau diberitahu 90% guru mengundi pembangkang mas PRU lepas sebab sakit hati dgn sistem pendidikan yg bercelaru -- dengan PBS yg half-baked dll.

Kementerian Pendidikan macam tak ada menteri. Apa kata Muhyiddin letak jawatan saja dan fokus pada satu jawatan sudah.

Skandal terbaru ni memang memalukan dan mengarut.

Not intelligent, very irritating and troublesome? Alamak! which dunggus handled the project? Ada orang makan duit kut [bisikan syaitan] . . .

Surely YTL got this couple of billion ringgit project based on merit. Francis Yeoh is a stickler to principles and a man worth his salt. Since YTl's failure has been exposed (also the merit-void scam of paying 1,000 a year rental) As a born again, pious Christian who commits no sin nor graft, Francis Yeoh must stop 1Bestari for good and work on securing other project, probably in London, where everything is based on merit.

The 1BestariNet telecomunication towers are erected inside the schools' compound. The schools should charge YTL for rental.

Kalau award contract kat kroni macam ni jadinya... lepas tu cakap besaq kata takde kroni.. pegi dah...... Allah swt tahu apa yang anda sekelian lakukan..
